After several meetings focused on educational in-service presentations, the April 2nd meeting of the Bridgton Community Crime Watch (BCCW) went back to its roots, centering the agenda on how to best utilize BCCW to benefit local citizens and organizations.

Donations: many individuals and organizations have donated money to BCCW. While the majority of these funds were used to purchase the dozen or so “Crime Watch” road signs sprinkled throughout Bridgton, a surplus remains, and donations continue to come in.  The group decided to pursue research on incorporating BCCW in order to have a more official non-profit structure in place to manage these funds. Paulina Dellosso offered to conduct research and make a recommendation back to the group at the next meeting on May 7th.

Several BCCW members suggested local charities that are in need of donations. It was decided to table the discussion of specific charitable donations until after BCCW creates a structure to manage its funds.

Brochure: several members volunteered to help design a BCCW brochure to further educate the community about BCCW. First brochure meeting will be held at the community center at 5 PM on Wed., May 7th.

Disorderly House Ordinance (DHO): Officer Bernie King reported on how the DHO has been working since its inception last year. As a reminder, the DHO is intended to keep homeowners and landlords aware of police calls to their homes for disorderly conduct/noise/etc. The ordinance, by and large, has been effective, with several “repeat offender” disorderly homes now peaceful. One possible update to the ordinance may be to change the timeframe for warnings: currently the ordinance specifies “3 strikes” in a one-month period. Some landlords have asked for a slightly longer period of time, such as 45 days or 60 days. Officer King will be talking with the Town Manager to discuss how the ordinance could be updated. Meanwhile, a piece of advice to all landlords: put compliance with Bridgton’s DHO right in your tenant lease and to make your tenants accountable.

Dog Dilemma: now that the snows are melting back, several members have been faced with a “disgusting” amount of dog leavings that have appeared in their yards, heretofore buried in the snowstorms throughout the winter. The group noted that Bridgton has a leash law, but no law requiring citizens to curb their dogs. The town of Naples apparently has a dog curbing law; BCCW members wondered if it was effective and whether Bridgton could consider a similar measure. Officer King offered to add this topic to his discussion with the Town Manager.

E-911 Signs: Bette-Jean Espeaignette, Bridgton police dispatcher, educated the group on the availability of emergency 911 signs, which are highly reflective signs that are custom printed with your house number. Normal house numbers and mailboxes do not have reflective backings, and therefore emergency crews can have a hard time finding your house (not to mention that over the winter, many mailboxes were buried or destroyed by plows). Signs can be ordered from any member of the Sweden Fire Department for only $15.00.

Leadership Change: Paulina Dellosso, co-founder of BCCW two years ago, has decided to step aside as co-chair for personal reasons, effective in June. Needless to say, the group was surprised and saddened by this news. Thanks, appreciation, and applause were directed to Paulina for the huge amount of effort she has put into BCCW. She assured the group that she will stay involved, but that it was a good time for BCCW to have some fresh leadership. No replacement has been decided as of yet; this will be discussed at the next meeting.

BCCW meetings are open to the public and held on the first Wednesday of each month at 6 PM at the Bridgton Community Center. The next meeting is Wednesday, May 7th. New faces are welcome!

CRIME WATCH UPDATE

The Bridgton Community Crime Watch(BCCW) welcomed more new folks at our February 20, 2008 meeting. Twenty-Five folks were in attendance, 8 regular members were absent. Bridgton Police Officer Bernie King, Chief David Lyons, Officers Donald "Mac" McCormick, and Brad Baumont were also in attendance. Paulina Dellosso opened the meeting with Chief Lyons introducing newly hired Officer Brad Baumont. Chief also welcomed Officer McCormick! Chief Lyons asked us to give them a round of applause. BCCW welcomed them....

TOPICS OF DISCUSSION

BCCW PRESENTATION TO WESTBROOK CITIZENS: Paulina Dellosso and a handful of members went to Westbrook to speak at a Neighborhood Crime Watch Program on January 6, 2008. We were invited by concerned citizens who live in the Forest St. area of Westbrook. These citizens expressed their concerns to their Police Chief William Baker, City Council members and Mayor Bruce Chuluda. Paulina coordinated with Westbrook resident Anne B. to assist her in "How To Establish A Neighborhood Watch Program". The Mayor of Westbrook circulated a Meeting Notice inviting Citizens to the January 6, 2008 meeting. Members of BCCW were please with the turn-out(30+folks) which included the Westbrook Economic Development Director. Our Presentation lasted 2 hours which included Discussions, questions and answers. Paulina had BCCW handouts for this group. This opportunity was a win/win...

BCCW BROCHURE DESIGN COMMITTEE: volunteers are needed to assist in the design of our future Brochure. To date, 6 members have volunteered to be on this Committee. More volunteers are welcomed. FMI contact Paulina 319-4202...Future Committee meetings, date,time/meeting place TBA shortly...

POLICE REPORT: Officer Bernie King made a Presentation for the Selectboard Members regarding the Disorderly House Ordinance. Board Members and Town Manager Mitch Berkowitz were pleased with how positive our Ordinance is being received by Landlords/ladies and property owners. Officer King acknowledged Paulina Dellosso and Sgt. Doug Taft for their dedication in the development of this Ordinance. Paulina graciously accepted this thank you but also said it was the great teamwork and Community involvement that pulled it all together....Chief Lyons briefly spoke of the Drug Bust KimballRd. Harrison. There were copious amounts of Prescription Drugs and other Classes of Drugs. The Police have been issued a "gag" order. Officer Bernie King said in all of his 30 years in Law Enforcement, he never saw such a "large inventory of drugs". Chief Lyons thanked all the Officers involved in this arrest....

TONIGHT'S GUEST SPEAKER: Laura Chadbourne: Telemarketing, Direct Mail, and Spam...Laura spent 9 years involved in Direct Marketing: her clients included Bank of America, Chase, American Express. she worked for public trading companies and catalogers such as Victoria Secret and the Internet site know as Travelocity. She worked with reps and management in call centers...Laura's goal was to cover how to reduce or eliminate Legitimate Telemarketing Calls, unwanted mail (junk), and spam( junk e-mail). Laura said not every call is a scam. Many employees are college students, retirees, people in foreign countries where telemarketing jobs are prizes. Laura emphasized that we should treat telemarketers fairly and respectfully. Be polite and tell them you don't want any more calls. In 2003, the FEDERAL DO NOT CALL REGISTRY was enacted. To register: www.donotcall.gov or call 1-888-382-1222. There are telemarketing calls that are allowed ie. banks&credit unions, charities, politicians, telephone surveys. We need to tell every caller to take us off their mailing lists. This is the LAW. If we are still being harassed by calls then use the words, "ATTORNEY GENERAL". If that doesn't work then file a complaint with the Federal Communications Commission: www.fcc.gov/cgb/complaints.html or 1-888-call-fcc.Also contact the Maine State Attorney General: www.maine.gov/agor 1-207-626-8800. Laura also said to contact our banks and credit card companies to OPT-OUT of mailing lists and calls. Here's a staggering ecological impact of Direct Mail (junk): every year 19 billion catalogs are mailed to American consumers, 5.3 million trees, 3.6 million tons of paper, wasted water, 41 lbs. per person per year. To reduce mail go to: www.dmachoice.org/mps or 1-212-768-7277. To reduce catalogs: www.catalogchoice.org. For pre-approved credit card offers go to: www.optoutprescreen.com or 1-888-567-8688. Spam is the abuse of electronic messaging system. Spam can infect our computers with a virus. Never open attachments unless you know the sender. Delete e-mails if you don't know the sender. To reduce spam: create 2 e-mail addresses. Use one for personal and one for business. Don't display your personal e-mail address in a public forum like "Chat Rooms". Anti-Spam programs are available through the majority ISP.
Laura concluded her Presentation with these points for us to ponder: Be Polite but firm and always be patient. Our audience applauded her and thanked her for such a detailed and full of information speech. Handouts were made available for folks to take home....

Crime Watch: New Schedule, Fire Safety

New BCCW schedule: take note that BCCW has moved to once-monthly meetings, effective immediately. Meetings will be held the first Wednesday of each month at 6 PM at the Bridgton Community Center. The next meeting will be Wednesday, February 6th.

January 2nd meeting notes: the meeting opened with a big thanks to Bridgton Public Works. Their unflagging work to clear the snow has not gone unappreciated!

Did you know that over 100 Bridgton fire hydrants are cleared of snow by hand by the volunteer Fire Department all winter? Please consider clearing snow away from a fire hydrant if there’s one on or near your property.

BCCW supports Westbrook: Westbrook is considering forming a crime watch group. On Sunday, January 6th, several BCCW members will be attending a meeting in Westbrook regarding this initiative. Westbrook’s assistant mayor and a representative from the town council will attend in support.

Fire Department information and safety presentation: while winter colds and flu kept away several BCCW members, many were still able to attend the informative presentation by Glen Garland, Bridgton Fire Chief, at the January 2nd meeting.

One might ask: how does fire safety relate to Crime Watch? Simple - keep yourself and your neighbors safe with preventative knowledge. If you don’t see smoke detectors or escape ladders at a friend’s house – ask questions! You could help save a life.

Mr. Garland began his presentation with an overview of the department, which, aside from the Chief and Assistant Chief, who are paid stipends from the town, is comprised entirely of volunteers, paid an hourly wage only when they are on an active call. Firefighters go through extensive training, complete over 20 hours of additional training every year, and are each outfitted with about $2,400 worth of protective gear. The number of volunteers fluctuates during different seasons, but remains around 60 at any one time. In response to an audience question, Mr. Garland noted that about 10 -15% of the force is female.

Mr. Garland works full time for the Portland Fire Department and works part-time as Fire Chief for Bridgton as well. He is a seasoned firefighter with over 25 years’ experience. He has been involved with the Bridgton force since 1981.

Challenges of maintaining a volunteer force include steadily rising hours of required training, making it more difficult to recruit new volunteers and retain seasoned ones. Another is finding those who can answer fire calls during the workday. Bridgton manages, along with help from other towns, but this is a weak area that other town volunteer forces face as well.

The department answered 311 calls in the past fiscal year (July 2006 – June 2007). Calls are routed through Bridgton Police dispatch, and situations range from simple checks for carbon monoxide to structural fires to more complicated “hazmat” and dive rescues. Bridgton is also part of “mutual aid”, where surrounding towns call upon on each other for support when needed.

For the past several holiday seasons, the Fire Department has run “Operation Christmas Angel”, a collection and donation process to help children in need receive gifts and clothes at holiday time. Almost two dozen volunteer firefighters turned out on Christmas morning to deliver presents door-to-door via fire truck. What a treat for those children!

Mr. Garland continued his presentation with several fire safety tips. Smoke detectors on each floor are critical! Don’t put this off – simple models can be purchased for only a few dollars. Carbon monoxide detectors are also recommended – home heating vents can easily be plugged by snow drifts without homeowners being aware. This can result in carbon monoxide entering the home. Carbon monoxide is odorless and tasteless. Symptoms of carbon monoxide poisoning are subtle at first and can be mistaken for a cold or flu. Don’t take a chance – have a carbon monoxide detector in your home.

Other recommendations are making a family escape plan and ensuring there are two exits from upper stories in case of fire (i.e., regular stairs and alternate exit such as a fire escape or even a folded up fire ladder near a window). Have a pre-arranged meeting place outside.

Other tips: keep baking soda and/or a fire extinguisher in the kitchen to extinguish a grease fire. Know where that fire extinguisher is – don’t bury it in the back of the pantry. Mount it on a wall instead. Candles are a growing cause of structural fires – keep yours in a glass container or on a fireproof base. Believe it or not, when a candle burns down to the bottom of the wax, it will keep burning if it’s on something flammable, like the top of a TV or a wooden table, and can cause a fire. Keep candles away from drapes as well. Don’t pile up flammable items near a woodstove or chimney. Finally, if a pipe freezes, don’t use a blowtorch to thaw it: a dropped blowtorch is a recipe for disaster.

August 1, 2007 Meeting Notes:

Paulina received a donation in the amount of $150.00 from a Private Citizen for the purchase of 5 Neighborhood Watch Signs. On August 2nd., Paulina & Kate L. will attend the Rotary Club breakfast to accept their generous donation of $150.00. Jim Kidder Public Works will be placing 6 Signs during the week of August6-12th. Per Sgt. Taft: Routes 37, 107, 117 North&South Bound, 302 West & East Bound. Neighbors already placed 2 Signs: Church & Cottage Streets. Ten(10) more Signs have already been ordered by Paulina on August 3rd. Hopefully, by Labor Weekend, all 18 Signs will be in the ground throughout Bridgton...Paulina discussed having a BLOG for Crime Watch...Mike Corrigan Bridgton News, will do an article on the Roles of Police Dispatchers....Bette-Jean discussed the laborious work she did on the Zones1-4 Map. Revised Maps were given to the Captains and Co-Captains...Kate L. recommended a Petition referencing the Consolidation of 911 and also the lack of Police Officers for Bridgton. In lieu of a regular BCCW meeting on Sept. 5th., we will have a workshop instead to work on these "concerning" issues.. Rep. Rick Sykes will be contacted by Paulina....We had an "impromptu" guestspeaker, George D., who has initiated a Donation Drive to benefit the purchase of a "Portable Breathalyzer" for the Bridgton Police. A Chinese Auction & Spaghetti Supper will be held on: August 4, 2007 4:30pm...Our next meeting is: September 5, 2007 and our agenda will be a "Workshop" to discuss the 911 Consolidation & the lack of Police Officers for the Town of Bridgton....All are welcomed!!!

July 18, 2007 Meeting Notes:

Tonight our Guestspeaker was Bette-Jean Espiagianette(PT Bridgton Police Dispatcher).
FT Dispatcher David Sanborn was unable to attend but we look forward to having him speak in the future. Bette-Jean provided us with her employment history(6 yrs.) dispatching for Bridgton. Police Dispatchers answer calls for United Ambulance Service , Life-Flight, Fire&Rescue, Game Wardens, and the Alarm Companies. There are (3) 911 direct lines to Bridgton. All 911 calls go to Windham first then Windham calls Bridgton Dispatchers. There are secretarial duties to perform and also issuing Burn Permits. Police Dispatchers are CPR and Teletype Certified. BCCW members were appreciative to hear just how multi-tasked the Bridgton Police Dispatchers have to be. Thank you Bette-Jean...
Our regular meeting followed: Laura C. volunteered to write our Bridgton News Newsletter: target month is towards the end of September. Paulina thanked everyone who was involved in our 4th. of July Float. Our Float received "honorable mention". A thank you letter was submitted to the Letter to the Editor by Paulina Dellosso....The Rotary Club donated $150.00 for the purchase of Neighborhood Watch Street Signs. Another $150.00 was donated by a private Bridgton Citizen. To date, we have a total of 18 Signs to be placed throughout Bridgton. Sgt. Taft and Public Works Director will be working together with BCCW to place these signs...Our next meeting is: August 1st. and members Bette-Jean and Gus will discuss the revision of our Zones 1-4 Map....This is yet another step in fine-tuning our current Map. Kudos to our Mapping Committee members and Bette-Jean. This is a monumental task......

May 16, 2006 Meeting Notes
Faye D. and Linda H. (Organizers of Bridgton Clean-up Committee) updated us on the status of Community organizations who have and are volunteering to Clean-Up Bridgton. To date, the 4-H Club, Lakes Region Vocational Program, BCCW( Community Crime Watch) collected trash, bulky waste, redeemable bottles&cans, tires, etc. BCCW volunteers met Faye D. at the Community Center and we focused on Willis Park Rd. You would be amazed and saddened to see the trash items people dump off the roads: entire muffler system, 12+ tires, 6+ contractor bags of trash, scrap metal, car bumper with Florida plates, and bottles& cans. All this debris was just on Willis Park Rd. A resident on this road thanked our group for he sees people dumping illegally "alot". Thanks to Linda & Faye for initiating and motivating many Community Groups to be involved. Linda will be handing out Certificates of Appreciation to all the groups!!!
Member Peter B. read his letter to the Editor in reference to the proposed Disorderly House Ordinance. We applauded Peter for he covered all the positive aspects and benefits for the residents, Police, and Landlords/ladies. Paulina recommends 2 letters a week to be submitted to the Bridgton News focusing on "the benefits" of this future Ordinance. Thank you Peter!!!
Paulina handed out the Town Ballot Referendum sheet for a reminder to folks as to what we will be voting on and the date of voting: June 12th. Town Hall...
Our Summer schedule was established...
Our Potluck Gathering will be June 20th. 5-7pm at the Community Center. Members can invite guests....
Bette-Jean & Gus E. (Zone 3) Captain&Co are still working on the revision of Bridgton's 4 Zones. Bette-Jean is our Police Part-time Dispatcher who initiated breaking down our established Map&Zones into more detailed coverage. Thanks Bette-Jean&Gus. By July 18th, B-Jean will be ready to make the Presentation to us...
Officer Bernie King gave a report on the future of BRIDGTON'S FUGITIVE FILES ON LRTV. Bernie and Officer Phil Jones will do a session every other week with John at LRTV...
The Torch Run will be June 6, 2007 at 8:00am. Runners will meet at the Town Office and proceed to Harrison. This event benefits Special Olympics. Please contact Dave Sanborn (FT Police Dispatcher) or Bernie King for more info and also to make a donation...
Future BCCW group discussion will be the Town and State Dog Ordinance....This is an ongoing "think-tank"...

May 2, 2007 meeting notes:

Tonight Officer Bernie King introduced Bridgton's newly appointed fulltime Officer Donald McCormick (Mac). Officer McCormick comes to Bridgton from the Bethel Police Dept. He looks forward to servicing the Community of Bridgton. Welcome Mac...Officer Chris Farley thanked us for supporting him during his short time with the Bridgton Police. Chris has resigned to work for the Maine State Police. We thanked him with applause for he will be missed!!! How lucky Bridgton is to have such a dedicated team of Police Officers and Dispatchers...Sgt. Doug Taft could not be with us tonight for he has a Training Class. He asked Paulina to express his apologies...Our Guest speaker is a Registered Sex Offender who resides in Bridgton. He approached Officer Bernie King weeks ago and wondered if he could speak to BCCW. Officer King presented this "touchy" issue to our group and discussion followed. We unanimously voted "Yes" to allow this person the opportunity to share His story. Our Guest speaker presented News Articles and Statistical Reports for us. He is working with Maine State Rep. Rick Sykes, Harrison to Amend the current State Sexual Offender Registry. Our Guest speaker raised our awareness of the "myths & fears" instead of "facts" on the labeling and definition of a Sex Offender. Please go to www.ncianet.org (National Center on Institutions and Alternatives, Inc.). The Citizen Newspaper Editor David Harry was in attendance tonight. He received permission from our Guest speaker to write an article. Also, BCCW member Phyliss P. will be addressing this in the BCCW guest column for the Bridgton News. Any pre-conceived opinions I had on Sex Offenders certainly was re-tooled: not all sex offenders are dangerous pedophiles...

We discussed old&new business: time to ready ourselves for the letter writing campaign to the Bridgton News on the Proposed Disorderly House Ordinance. Member Peter B. already has his letter prepared for the end of May submission to the Bridgton News. Our goal is to get the word out to our Community: the value of having this Ordinance in place is priceless. This Ordinance will be presented to the voters via referendum ballot on June 12, 2007. The Bridgton News Mike Corrigan will be writing an article towards the end of May.

The Approved Draft of the Ordinance will also be in the Newspaper...Bridgton Clean-Up organizers Linda H. and Faye D. gave us an update on the campaign to clean-up Bridgton. On May 6th. a group from Bridge Crossing and the 4-H assisted Faye&Linda with clean-up. On May 9th. the LRHS Vocational classes will devote 2-3 hrs. to clean up around Depot St. On May 12th. BCCW members will be meeting at the Community Center at 9:00am to clean-up 2 areas. These areas are: Willis Park Rd. and the Streets of Church, South High, Main Hill, Gage, Fowler, Cottage and Walker. Linda H. was pleased to say that Bridgton businesses are donating: Reny's, Hannafords, The Redemption Center to name a few. Linda and Faye deserve "thanks" for this was initiated and organized by them. Great pride/Great Community...Member Julie H. discussed BCCW T-Shirt ordering. The shirt color is grey with blue logo. Thank you Duane D. for designing our logo!!! It's a stunner. Also, thanks to Mark Harmon for hooking us up with the shirt supplier and print-screening. If any one would like to order a t-shirt, please contact Julie H. at 647-2895...Starting in June, we will be going to a Summer Schedule: 1st. Wed. 6:00pm Community Center. We will resume 2X a month meetings after Labor Day...Our next meeting is May 16th. 6:00pm Community Center .

This will be a regular meeting and Agenda topics will be: the Amended State Law on Dangerous Dogs, Update&Revision of Zones1-4 Map, Pot-Luck Gathering, etc., etc. I thank all current and new members for actively participating in this exciting and pro-active Organization. We have accomplished much over a short period of time. This July, we will be 1 year old!!! All are welcomed to attend. We are a Spirited and Lively bunch!!!

March 21, 2007 meeting notes:

BCCW members plus Chief Dave Lyons handed in their letters addressed to Maine Drug Enforcement Agency Director Roy McKinney.  To date, I have 15 letters to give to State Rep. Rick Sykes.  He is going to personally hand these letters and discuss the dire need to have more Drug Enforcement Agents for Bridgton and surrounding Towns in our County.  Selectboard Member Woody Woodward attended tonight's meeting.  Woody along with Chief Lyons recommended a "Statewide Initiative" regarding the lack of Drug Enforcement Agents.  Also to involve the SelectBoard, Town Manager, School Boards, Bridgton Community Crime Watch,  Local and State Politicians, Maine Drug Enforcement Agency, Tri-County Health, DARE organization, Bridgton Youth Programs, The Community Center and our Bridgton Police Department...I left a phone message for MDEA Roy McKinney on March 22, 2007 to inquire if he could communicate with Our SelectBoard to "get this State Wide initiative rolling"...Stay tuned...

Officer Bernie King was our Guestspeaker and the topic was:  REGISTERED SEX OFFENDERS AND THE LAW...Officer King is responsible for the intake and processing of sex offenders who move to Bridgton.  Bridgton to date has 6 registered sex offenders...Go to www.familywatchdog.us Type in Bridgton 04009.  Officer King read portions of the State of Maine Title 34-AMRSA, Chapter 15 laws.  Officer King encourages citizens to call him with questions and concerns regarding Sex Offenders in our Town.  Bridgton does not have an Ordinance prohibiting Sex Offenders from being near a School, Public Place that children frequent such as beach area, playground, etc. Officer King asked us by show of hand if Bridgton should have this type of Ordinance.  Many hands favored "YES"...Those who opposed said that these Sex Offenders would only "hide" in more rural areas of Bridgton.  Just the thought is frightening...A future Speaker for BCCW will be a registered sex offender who has requested from Officer King the opportunity to speaker with our group.  Stay tuned for the date...Thank you Bernie for yet another excellent presentation...

March 7, 2007 Meeting Notes :

Our Crime Watch Zones and volunteer Captain/Co-Captain list has been posted in the Bridgton News, LRTV, On-Line, Bridgton Businesses, Town Office and the Police Department. Folks can now look up their street and know their Zone # and who their Captain for contact is.. Thank you to Phyllis Peterson, BCCW member, for writing the Bi-Monthly Newspaper guest column for the Bridgton Newspaper...

We are embarking on the letter writing campaign for more Drug Enforcement Agents for Cumberland County. State Rep. Rick Sykes will hand deliver these letters from concerned citizens to Augusta. Letters are to be addressed to MDEA Roy McKinney. These letters are to be brought to BCCW meeting on March 21, 2007 or mailed to Paulina Dellosso 18 Walker St. Bridgton 04009. Paulina will deliver all the letters to Rep. Sykes. FMI regarding the stats of why we need more DEA please read the October 2006 BCCW on-line Newsletter...

Officer Bernie King & Sgt. Doug Taft gave an in-service on: HOW TO REPORT SUSPICIOUS ACTIVITY. Our Officers need us to rely on our "gut". If something does not look right then we need to report to to Bridgton Police Dispatch. We need to always think about the WHO, WHAT, WHERE, WHEN, HOW of reporting information to Dispatch...If we want to remain anonymous, then let the Dispatcher know that. It's best to err on the side of caution...This inservice completes BCCW 2 Objectives that we set 9 months ago...

Two members shared their concerns regarding: dead trees/people and property hazards and trucks/suv's blocking view (blind spots) when attempting to enter onto Main Street from the side streets.

February 7, 2007 meeting notes:

Tonight, Officer Bernie King& Sgt. Doug Taft inserviced us on "HOW TO WRITE AN EFFECTIVE POLICE STATEMENT". They acted out a scenario and then asked us to write our observations. We were given the Bridgton Police Statement Form to fill out. All of us(20 members) were asked to read our statements and it was interesting to hear so many different interpretations as to what we saw and heard. Officer King stressed the importance of "WHO, WHAT, WHERE, WHEN, and HOW" to describe the chain of events and person(s) involved. He stressed the importance of "DETAILS, DETAILS, DETAILS. Also, we need to clearly spell out any profanities we heard. The District Attorney must be able to get a sense of what happened just by reading the Witness Statement. Thanks to Officer King and Sgt. Taft for yet another informative inservice. Our Officers will be doing another inservice at our next meeting on Feb.21st. on "HOW TO REPORT SUSPICIOUS ACTIVITY"...
I handed out the completed Town Wide Zones/Street/Phone Tree to Zones1-4 Captains. We still need representation for Zone 2(West Bridgton)...I've contacted Wayne at the Bridgton News and Karen Hawkins the Town Web Designer to see if they post these maps so this way Bridgton residents can see what Zone they live in as well as who their Captain/Co-Captain's are for contacts...New member Linda, spoke of her concerns with the unsightly and hazardous litter in her Neighborhood. She addressed her concerns to the Town Officials who directed her to BCCW. We will be sponsoring a Spring Clean-up of our Neighborhoods with the involvement of the Rotary, Lions Club. Thanks to Faye D. and Linda H. for taking charge of this necessary activity. Stay tuned for further info....BCCW members will be initiating a Letter Writing Campaign "CUMBERLAND COUNTY NEEDS MORE DRUG ENFORCEMENT AGENTS". All letters will be forwarded to Rep. Rick Sykes to take to Augusta. Officer King spoke about having a FUGITIVE FILE air on LRTV. A take-off on Channel 13's Fugitive File...BCCW will have its own BROCHURE in the future. Anyone interested in helping design this please contact Paulina(647-2257). We also will be fund-raising in the Spring for T-shirts (bottle drive). Members will be thinking about our future "LOGO and CATCHY PHRASE" for our t-shirts and also our bi-monthly newspaper article. January 17, 2007 meeting notes

Rep. Richard Sykes who represents District 98(Bridgton, Harrison, Lovell, Sweden, Stow) was our Guestspeaker tonight. We invited Rep. Sykes to direct us in a manner that is pro-active, win/win and positive for our community of Bridgton. The Number 1 issue we have been discussing as an organization is the "Lack of Drug Enforcement Agents" in Cumberland County. When DEA Scott Durst spoke to BCCW this past October, he informed us of the increase in drug dealings in our area. It is frightening to have heard how "bad" it is in Cumberland County. I remember Charlie asking him "what can BCCW do to inform our legislation that we need more DEA in our area?"So we were guided and Rep. Rick Sykes was contacted. Rep. Sykes style of speaking captivated the audience. He expressed his thanks for Bridgton Community Crime Watch and also said that Harrison just incorporated a Crime Watch group also. He said the issues/problems just don't stop at the Bridgton Town line. He heard our concerns and reassured us that he was going to take our concerns over the lack of DEA for Cumberland County to Augusta. He encourages us to write letters/attend meetings in Augusta. BCCW members will discuss this at our Feb. 7th. meeting...Also, Rep. Sykes spoke on "Sexual Predators". Another serious concern in our area. Bridgton has 6 registered sex offenders. Chief Dave Lyons informed us that Officer Bernie King is responsible for keeping "tabs" on Bridgton's sexual offenders...
I am grateful that LRTV did a live feed of tonights engagement.

The proposed disorderly ordinance BCCW "workshop" will be on January 26 (Friday) 6:00pm at the Community Center. Attorney Chamberlain will review Sgt. Taft's "rough draft" at no cost to the Town. Mr. Chamberlain was e-mailed on Jan. 3rd. the "draft". Our member Kate informed us that she can get the landlord addresses for Sgt. Taft. All are welcomed to attend this workshop...
Officer Bernie King & Sgt Taft updated us again on the issue of "disorderly conduct". Sgt. Taft& Chief Lyons met District Attorney Jennifer Norbett on Dec. 13th, 2006. She stated that her office will prosecute repeat "disorderly conduct" offenders. It is important for citizens who have a complaint ie: loud bass music coming from a residence (frequent) to call our Police Dispatch and to write a Police Statement. This is key to prosecution...FMI on how the current DC law reads please contact Officer King at 647-8814....
On Feb. 7th.(wed), Officer King will inservice us on (1) How to report suspicious activity and (2) How to write a Written Statement for the Police...
We will be writing a BCCW Bi-monthly guest column in the Bridgton News. Members Phylis and Becky volunteered to write the article. Stay tuned...

Preparedness. They presented a "Manual for Citizens to Assist in Preparedness". The need is to be prepared for the "pandemic flu" or weather related emergencies. The guest panel of speakers included our Town Manager Mitch Berkowitz, Selectboard members Bob Bell and Joan Allen-Gardner, Police Chief Dave Lyons, Fire Chief Glen Garland, and Crime Watch/Community members. Four words heard throughout the evening was: SELF-PREPAREDNESS IS KEY...For a copy of this vital manual please stop in our Town Office or contact Bill Morrisseau or Faye Daley at 647-8786...

BCCW December 13, 2006 Christmas/Holiday Party...A fun time had by all....We did not have a regular meeting-only enjoying each others company and to welcome new folks who stopped in. Thank you Almira for talking NASCAR to us....Thanks to everyone who attended and thanks to those who helped with set-up and break-down...Sgt. Doug Taft and Officer King were honored with a BCCW plaque that was hand-carved out of wood by Duane Durgin. We just wanted to express our thanks. And thank you also to Officer Gary Chadbourne who is also involved with Crime Watch behind the scene...

Our next meeting is January 3, 2007 Wed. 6:00pm Community Center. Sgt. Doug Taft will review the Maine State Law on Prostitution...

Our guestspeaker tonight was Drug Enforcement Agent Scott Durst. He did a power-point presentation on Drug Involvement/Community Awareness. The pictures of people in various stages of overdosing were graphic yet reality based. Pictures and descriptions of all Classes of Drugs were explained to us. Scott and Sgt. Doug Taft said that 99% of the drugs are coming into Maine from Massachusetts. A concerned citizen asked Scott why does it take so long for drug raids to happen in known drug houses in Bridgton. There are only 4 DEA agents for Cumberland County. In 1989 there were 72!!! Scott said that 99% of the drug problems occur in the bigger communities like Portland, South Portland, etc. and smaller communities like Bridgton, Naples, Raymond, Casco fall between the cracks. Politics and lack of money play a major role....Another concerned citizen recommended BCCW circulate a petition to Cumberland County Sheriff Mark Dion "we are neglected in our area/we need a DEA for Bridgton and the other smaller towns". SelectBoard member Joan Allen-Gardner supported this idea of a petition. Another concerned citizen voiced"we need to keep bugging them over&over"...I can see a future Crime Watch Meeting doing a workshop on this petition...Here's a shocker: Maine is #2 nationally for the illegal sale and distribution of Oxycontin. Scott confirmed what I and others who live in my neighborhood have said all along "we have a drug problem in Bridgton not just our neighborhood"...Scott applauded BCCW and encouraged us to continue moving ahead.....

A representative from Deerfield Village on Pond Rd. Bridgton stood up and applauded BCCW for having the "guts" to band together. He is the Property Manager and has worked very closely with our Police on ways to evict the drug dealers and users from Deerfield Village. This was not an overnight process but Tom was pleased to announce that his property is free and clear of drug dealers...Our audience thanked him for his no nonsense approach. He was invited to our future meetings...

The mapping committee will be meeting on Dec.9th. Sat 2:00pm at the Police Station with Sgt. Taft....Need to fine tune Zones1-4 into streets...."What streets are into what Zones?" Please come to this meeting if interested...

We are having a Christmas/Holiday party on Dec. 13th. Wed. 6:00pm at the Community Center. BYOG(bring your own goody).
Refreshments will be available. Very simple...

The Dec. 20th. meeting has been cancelled.

Sgt. Taft is in the process of forming a committee to discuss the "Disorderly House" future ordinance....Members of Crime Watch will be involved...

The results of the Police Survey are still be compiled and hopefully the results will be posted in the Bridgton News...

On Dec. 6th Wed. 6:00pm at the Community Center Guestspeakers will be the Town Bridgton Emergency Management Leaders: "Civil Preparedness"

Bridgton Community Crime Watch is growing in numbers as the months whiz by. We had over 30 individuals at our meeting. What a treat for us to welcome Lovell Crime Watch Chairperson Roxanne Craig. Political candidates Marge Medd and Sheila Rollins were also in attendance. BCCW also welcomed at least a dozen "new" concerned citizens. Roxanne Craig encouraged our group to continue moving forward. She applauded us for our efforts and accomplishments. We are welcomed to attend the Lovell meetings, go to www.lovellmaine.net for their meeting schedule. Thanks to Marge Medd and Sheila Rollins for voicing their concerns and for listening to our concerns in our neighborhoods.
Sgt. Doug Taft did an outstanding job updating us on the "Disorderly House" ordinance. He made a presentation before the SelectBoard on Oct.24th. The SelectBoard members and Mitch Berkowitz recommended a Committee be formed: BCCW members, property owners, landlords/ladies, Chief of Police and SelectBoard members.
Sgt. Taft will be organizing this committee...
Our "Meet&Greet Your Neighbors" was a success...
The Community Center is sponsoring"Stuff a Stocking for a Soldier". FMI: Ethyl at 647-3116...
Carmen Lone Director of the Community Center spoke of the Bruce Roberts Fund. Please call Carmen at 647-3116...
Our group had questions for Sgt Taft on complex issues such as: prostitution, sex offenders living in Bridgton(5), security and drugs in schools, and also the drugs throughout Bridgton. Doug said Cumberland County only has 4 Drug Enforcement Agents and the State doesn't set enough money aside for drug "details". One concerned citizen asked him what drugs are the Police worried about the most: Methamphetamine and Heroin...Another citizen wanted to know how much does an "Oxycontin" pill sell for on the streets: $1.00 a mg. Drug dealing is a profitable business!!! Someone wanted to know how many registered sex offenders live in Bridgton(5)...Thanks Doug for keeping us informed....

Animal Control Officer(ACO) Dick McGoldrick gave a wonderful presentation on Animal Welfare Laws local&state wide. FYI Dick services 5/6 Western Maine Towns. Dick is also President of Harvest Hills Animal Shelter Fryeburg,Maine. Dick has a passion for his job and because of this he co-ordinated with the Fryeburg Vet and Harvest Hills and drove down South to assist the Louisiana Humane Society with the treatment of displaced and injured animals left by Hurricane Katrina. Dogs must be leashed and/or under verbal voice command by owner/caretaker. Dogs barking incessantly after 20 minutes or incessantly within a 1 hour. Oct. 4, 2006

Our St. Doug Taft & Officer Bernie King conducted the "Observational Skills" training in-service. Bernie spoke on "paying attention" to our surroundings: a persons description, vehicle damage, bumper stickers on cars, time of event, environmental factors(weather conditions), what was heard...Sgt. Taft asked us to take a piece of paper out and write down what we observed one-half hour prior the start of this in-service. We were surprised for a young man entered our meeting room at the start of our meeting and handed Sgt. Taft an envelope. This was our groups challenge!!!We were given 5 minutes to write down what we remembered about the person who entered the room. Bernie&Doug were amazed how well some of the members did with their descriptions. Officer King called the man back into our room(Bernies son John) and I was amazed that I could not remember what John was wearing! Bottom line-pay attention to your surroundings.
Sgt. Taft & Officer King will do this training again for us in 6 months.

SelectBoard Member Bob Bell wants Crime Watch members to participate in the drafting of the "Disorderly House" Ordinance. Sgt. Doug Taft will be making a presentation before the SelectBoard on Oct. 24. Crime Watch members are encouraged to attend!!!!

Reminder that the Curfew in Bridgton is: 11:00pm-6:00am under 18yrs.old...

The Police are encouraging us to "call in" when we hear or see somthing that makes us feel "uncomfortable"...ie: noises, minors smoking, loitering, etc. A concerned member suggested a Self-Defense course is needed for our neighborhood youth(girls). Sgt. Taft to look into this...Officer Bernie King will be attending a meeting with Chief Lyons on Oct. 17th. "Crisis Response Plan in Place in Our Schools". Bernie to give us info on this on Oct 18th(next Crime Watch Meeting).

Sept.20,2006

Our guestspeaker was SelectBoard Member Joan Allen-Gardner. Her topic was "How the Court System Operate and Function". Joan worked for the Bridgton Court for 7 years so she was able to give us the "inside" of the system. She encourages citizens to "keep a journal", "pursue the complaints" and the "courts are never too busy". Her presentation was motivational and informative. She encouraged Crime Watch members to "not give up". Joan will contact State Representative Richard Sykes about being a future Guestspeaker for BCCW...

One concern voiced by many Crime Watch members was the limited local laws regarding "Owning a Dangerous Dog"...Joan will follow-up with ACO Dick McGoldrick & Town Manager Mitch Berkowitz....

Sgt. Doug Taft and fellow officers were absent tonight due to a Police Dept. Clinic on "Methamphetamine" . This certainly opened the door for some lively and educational discussion between Joan Allen-Gardner and Crime Watch member Charlie. It was an education for all Crime Watch Members!!!

Next meeting is Oct. 4, 2006 at the Community Center Depot St. Guestspeakers will be Officer Bernie King & Sgt. Doug Taft. The topic is: Observation Skills Training...

Our 9/13th. meeting was pretty lively...this is what it's all about: exchanging ideas, opinions and suggestions. I will be posting our Meeting Minutes on our homepage. I should have my summation ready to paste by Monday...Our next meeting is Sept. 20th.(wed) 6:00pm Town Office BoardRoom...Starting Oct. we will be meeting on the 1st. and 3rd. Wednesdays at 6:00pm. I have scheduled The Bridgton Community Center on Depot Street for our Oct&November meetings. In closing- I am so positive about the direction Crime Watch is going in. It is a pleasure to be chairing with Sgt. Doug Taft. He is very excited too!!! Thanks to Bob Bell & Joan Gardner: SelectBoard members. They are active and participating members of our group. Per Sgt. Doug Taft: BCCW is "right on track". Sgt. Taft attended a 2 day seminar in Portland on Community Policing & How To Establish A Neighborhood Crime Watch. This seminar was facilitated by Chief Larry Gilbert(Lewiston) of the Maine Institute of Community Policing. Larry Gilbert was a guestspeaker for BCCW on Aug.10th. He gave a Power Point presentation on Community Policing. His talk was dynamic and informative...
In the near future, Sgt. Taft & I will be giving a "Need for Crime Watch" presentation to The Lions Organization. Sgt. Taft already made a breakfast presentation to The Rotary. He did an excellent job presenting facts as to "Why Bridgton Needs A Crime Watch".

Micah Niemy: Town Administrative Intern to Mitch Berkowitz spoke to us about the police survey. Crime Watch members suggested having the Bridgton News run an article. Mike Corrigan interviewed Micah and the story made front page...Surveys can be picked up at the Town Office and the Police Dept. Deadline is Oct. 15th...

BCCW is sponsoring a "Meet & Greet Your Neighbor" Potluck on Oct. 21(Saturday) from Noon-3:oopm. The lack of street lighting in our neighborhoods was brought up by concerned citizens. Bob Bell & Joan Allen-Gardner(SelectBoard Members) informed us of the protocol to address this issue. We need to make a request toe the Bridgton Board for "better street lighting".

Sgt. Taft & Joan Allen-Gardner spoke on the "future" of the Bridgton Disorderly House Ordinance. FMI contact Sgt. Doug Taft 647-8814...
